- Work that has already started or will have been completed whilst the application is being considered
- Promotion of religion
- Animal welfare charities
- Vehicles
- Emergency relief work
- General fundraising or marketing appeals
- Open ended funding arragements
- Loans or business advice
- Charities which are in serious deficit
- Holidays
- Any large capital, endowment or widely distributed appeal
- Specialist schools
- School fees for people over 17 years of age
- GAP year funds
- Individuals
